Tom and Joann Holmquist didn’t want Mayor Pro Tem Richard B. Abrams to leave office without knowing how much his dedication has made a difference to the citizens of Swartz Creek. So, at the Monday, Sept. 26, City Council meeting, the Holmquists surprised Abrams with a plaque to show their appreciation for his loyalty and commitment.
